There is a total of 15000 for F2P people or 21000 Primogems for those who spare some money. The full breakdown is as follows:

Additionally, the Spiral Abyss count assumes that players can fully complete the Genshin Impact Spiral Abyss on each rotation. For those who can’t yet achieve this feat, then they should adjust it to their capabilities and expect slightly fewer Primogems.
Obtained Acquaint and Intertwined Fates are converted to their respective Primogems value in the table. Using this method, F2P players would amass around 15750 Primogems in Genshin Impact 3.1. Meanwhile, P2P players who bought both Blessing of the Welkin Moon and Battle Pass can earn around 21020 Primogems.
